BEARDSLEE COURT SERVICES is an organization that has undergone a drastic change in mission and focus in recent years. The company now concentrates on specialized training, grant development for all types of public and private companies and agencies, and expert witness testimony in cases involving jail operations, training and use of force by law enforcement personnel.
Company ProfileBEARDSLEE COURT SERVICES was founded in 1994, by Thomas Beardslee, upon retirement from 18 years service with the Scott County (Missouri) Sheriff's Department. The company formerly specialized in training, investigations and civil process service. However, when the company founder, returned to public service in law enforcement in January, 2005, as Chief Deputy for the Scott County Sheriff's Department, investigations and civil process service were no longer a mission of the company. Effective, October 31, 2009, Thomas Beardslee will once again be retired from active law enforcement service. As a result, company focus will remain training and grant development, with the added service of expert witness testimony in the areas of law enforcement, training, use of force and jail operations. Training is conducted by State and Federally Certified instructors, who employ the latest in adult learning strategies, and have the practical experience in their specialties to provide a broad based and comprehensive learning experience. The courses we offer include Concealed Carry Firearms Safety Training (approved for obtaining a concealed carry endorsement in Missouri) and CERT (Community Emergency Response Teams) training for CITIZENS CORP. We have also expanded our training offerings, which may be found by clicking on this ADVANCED TRAINING link. Finally, for the dog owner, we are offering Obedience Training leading to the AKC Canine Good Citizen certification. GRANT PROPOSAL WRITING SERVICES offer grant proposal writing and capacity building services to individuals, businesses, 501(c)(3) and tax supported entities. Our mission is to assist these entities in supplementing their funding and financial base through the timely location of, and application for grants and other funding sources. We do this through assisting with RFP and RFA tracking and monitoring; Grant Research and Proposal Writing; and Consulting on Strategic Planning for the enthusiastic, but under funded entity. EXPERT WITNESS SERVICES offer pre-trial consulting and expert witness testimony to attorneys involved in litigation involving jail operations (private and government), all types of law enforcement uses of force, and training issues including "failure to train" and "deliberate indifference" issues. Beardslee has successfully testified in a case where an officer was charged with the death of an arrestee and has also testified in a case where a person jailed for 15 years was released and declared not guilty, due to flaws in the original case. In both cases, Beardslee testified on behalf of the winning side. Beardslee is also the current Missouri Peace Officer Standards and Training (P.O.S.T) Commission subject matter expert for the State on Jail Operations and Training. Beardslee is the former Training Coordinator for the Southeast Missouri State University Law Enforcement Academy, Cape Girardeau, MO, teaching a wide variety of subjects in that Academy from 1991 through 2005. Currently, Beardslee is a lead instructor for the Missouri Sheriff's Association Training Academy, Jefferson City, MO., teaching Jail Administration, Firearms (all types) Shooting Decisions, Terrorism, Constitutional Law, Missouri Statutory Law and Use Of Force.
